Adult Family Home vs. Assisted Living in Washington: What's the Difference?

Adult family homes and assisted living communities serve different needs. For adults with developmental disabilities, the smaller, higher-staff-ratio, DDA-certified AFH model is usually the better fit. Here's the comparison.
Size and Setting
An adult family home (AFH) in Washington is licensed for up to six residents in a residential neighborhood home - a true household setting. Assisted living facilities are larger, often 30 to 100+ residents in an institutional or apartment-style building.
For adults with developmental disabilities who are sensitive to sensory overload, the small, quiet AFH environment is a major advantage.
Staffing Ratios and Supervision
AFHs provide higher staff-to-resident ratios by design - often 1:3 or better during waking hours, with awake overnight staff. Assisted living typically offers lower ratios and may use on-call overnight coverage.
Residents with behavioral support needs, elopement risk, or medical complexity require the closer supervision an AFH provides.
DDA Certification and Behavioral Support
Only DDA-certified AFHs are specifically credentialed to serve adults with developmental disabilities, with staff trained in positive behavior support and crisis de-escalation. Most assisted living communities are not DDA-certified and are not equipped to implement a Behavioral Support Plan.
If the resident has a BCBA, BSP, or DDA waiver funding, an AFH is almost always the appropriate setting.
Cost and Waiver Compatibility
DDA Core, IFS, and Basic Plus waiver funding is designed for AFH and supported living settings, not typical assisted living. Private-pay rates also differ, with AFHs often providing more inclusive all-in-one pricing.
Confirm waiver billing compatibility with the provider before placement - Avenue Home coordinates directly with DDA case managers on this.

Frequently Asked Questions
Is an adult family home cheaper than assisted living in Washington?+
Not always, but AFH pricing is typically more inclusive (care, meals, staffing bundled). For DDA waiver-funded residents, the AFH model is the funding-compatible option. Compare total cost of care, not just the base rate.
