Consultation discussion outlining private pay and DDA waiver funding arrangements transparently

Understanding how residential care is funded removes a major source of family anxiety. Here's how DDA waiver funding and private pay compare, what each covers, and how to plan.

DDA Waiver Funding

Washington's DDA waivers - primarily the Core waiver for comprehensive residential placement - fund 24/7 adult family home care for eligible individuals. Eligibility is based on a DDA assessment and waiver enrollment, and the Core waiver historically has a waitlist.

Waiver-funded placement covers residential support, personal care, skilled nursing delegation, and community integration as part of the service package.

Private Pay

Private-pay families pay a monthly rate directly to the provider. This is the path when a resident is not waiver-funded, is on a waiver waitlist, or when families want faster placement. Rates are typically all-inclusive of care, meals, staffing, and room.

Private pay can also serve as a bridge while a Core waiver enrollment is pending.

What to Confirm Before Placement

Ask the provider exactly what the rate includes and excludes (medical co-pays, transportation, personal supplies may be separate). Confirm waiver billing compatibility if waiver-funded. Request a written service agreement.

Avenue Home works directly with DDA case managers and private-pay families to make funding transparent before move-in.

Frequently Asked Questions

Can I start private pay and switch to a DDA waiver later?+

Often yes. Private pay can serve as a bridge while a Core waiver enrollment is pending. Coordinate with the DDA case manager so the transition in funding does not disrupt placement.

Does Medicare or Medicaid pay for adult family home care?+

Medicare does not cover long-term residential adult family home care. Medicaid (via DDA waivers for those who qualify) is the primary public funding source. Private pay is the alternative for non-waiver-funded residents.
